General Rules and Policy

General Rules

Users of ULAB Library should follow the Rules and Regulations to maintain Library environment as well as to obtain Library service smoothly.

  • Keep silence in the Library.
  • ID card is necessary while entering the Library.
  • Group discussions are not allowed in the Library.
  • Mobile phones must be switched off or kept in silent mode while in the Library.
  • Personal belongings (such as bags, books, files, folders etc.) should not be carried in the Library.
  • Users must borrow Library resources against his/ her own Library ID.
  • Users will be sole responsible for any borrowed resources.
  • All borrowed Library resources should be returned at due time.
  • Users will not sketch, underline, and highlight any pages or part of Library resources.
  • Eating, gossiping and loudly talking are not allowed in the Library.
  • Users will make sure that the borrowed Library resources are returned duly.
  • A fine of Taka 5.00(five) will be imposed for each resource per day if they are not returned on due date.
  • A cumulative fine + original price + 20% service charge will be imposed for any damaged/lost Library resources.
  • Pigeonhole is only for the Library users and they will not enter the pigeonhole area.
  • Any valuable items must not be kept in the bag while depositing into the pigeonhole.
  • After using Library resources, users will leave the resource on the table.
  • An issued/borrowed Library resource cannot be read or kept inside the Library.
  • Users must handle all library fittings, fixtures, furniture and any other resources with maximum care.
  • ULAB Library reserves all rights to recall and retrieve Library resources to meet any emergency.
  • The Library staff have the full authority to take any appropriate measures against a user, if he/she is deemed to have broken any of the Library rules and regulations.

 

Pigeonhole

  • Users will deposit bag in the pigeonhole only who will use Library.
  • Users will deposit and take return Bag on every day basis. They will not keep pending the Bag in the pigeonhole.
  • Users must not keep any valuable items (such as mobile phones, wallets, purses, cash, ATM or credit cards, watches, and ornaments) in the bags which they deposit at the pigeonholes.
  • Users must collect a TOKEN against their belongings kept in a pigeonhole. If the token is lost, a replacement token will be issued on payment of Tk.100 (one hundred). Additionally, the pigeonhole staff will need to be convinced that the bag belongs to the person who is claiming it as his or her own.
  • User must inform Library immediately if the token is lost.
  • Deposit and collections of bags, personal belongings must be transacted over table at the pigeonhole counter.
  • User must not enter the pigeonhole area.


Reading Room

  • User will maintain silence environment in the reading room.
  • Conversation and group discussion are not allowed.
  • User will refrain from sketching on furniture
  • User will not use cell or mobile phone

 

Group Study Room

  • Loudly discussion is not allowed in group study room.
  • Gossiping and passing leisure time are not allowed in room.
  • User will refrain from sketching on furniture and use it with maximum care.
  • Eating is not allowed in the room.

Library Membership Eligibility

All students, faculty members, BOG members, officers and staff of ULAB are entitled to become library member. Anyone else can become a community member, at the discretion of the Librarian/Authority.

ULAB Library Member

All students, faculty members, BOG members and staff of ULAB will be treated as Library Members.  They are entitled to borrow books/Library resources through their ID Cards which are provided by ULAB.

Adjunct/Part-Time Faculty Member

ULAB library will provide a temporary ID card to part-time/Adjunct faculty members for use of the Library and borrowing Library Resources during the term that they will teach at ULAB. They need to apply with proper documents and 1 passport size and 1 stamp size photographs at the Circulation Desk.

Community Member

Day use: Day use may be allowed only having permission from Librarian and Library Coordinator or Pro Vice Chancellor/Vice Chancellor.

Regular: Regular membership card (for1month/2months/3 months/full term) may be issued to community users who need to use the library regularly. The membership fee is Tk. 1,000/- (one thousand) with validity of four months. Regular community members wishing to borrow books or other resources (maximum two items) at a time for a maximum of seven days need to deposit Tk. 2,000/-(two thousand) as caution money.

Lending Policy

Student

  • An undergraduate student can borrow 2 books at a time for a maximum of 3 days. Audio-visual material, such as CDs or DVDs can be borrowed for overnight only.
  • A graduate student can borrow 2 books at a time for a maximum of 7 days. Audio-visual material, such as CDs or DVDs can be borrowed for 3 days.
  • Students can borrow all types of books from Library except Text Books, Pure Reference books, such as Dictionary, Encyclopedia etc., Confined books, Rare books etc. will not be borrowed.
  • All types of Journals, Magazines, Periodicals, and Newspapers are not issued to students.
  • Newly admitted students can borrow books by showing their money receipts/proper documents up to not issuing ULAB ID.
  • Students of certificate/short courses are not eligible to borrow any type of resources from the library, but they may use the resources within the library.

Faculty Member

  • A faculty member can borrow six (6) books from Library. Four (4) books will be issued for the full term and the two (2) rest books will be issued for Fourteen (14) days.
  • Current journals, periodicals and magazines cannot be borrowed. Back issue of journals, periodicals and magazines can be borrowed for overnight only.
  • A faculty member can borrow three (3) Audio Visual Materials for 3 days.

 

BOG Member

  • An BOG member can borrow six (6) books from Library for full term.
  • Current journals, periodicals and magazines cannot be borrowed. Back issue of journals, periodicals and magazines can be borrowed for overnight only.
  • An BOG member can borrow three (3) Audio Visual Materials for 7 days.

 

Staff Member

  • A staff member can borrow 2 books at a time for a maximum of 3 days. Audio-visual material, such as CDs or DVDs can be borrowed for overnight only.
  • A staff member can borrow all types of books from Library except Text Books, Reference books, such as Dictionary, Encyclopedia etc., Confined books, Rare books etc. will not be borrowed.
  • All types of Journals, Magazines, Periodicals, and Newspapers are not issued to staff Members.

Compensation

A borrowed item which is not returned within six weeks after the due date will be considered as lost/degraded. The borrower will be liable for the full replacement cost and accumulated fines of the item borrowed. The replacement cost of any item will be decided by the library authority, and will usually amount to the current retail value of the lost/degraded item plus a 20% (percent) service charge.

Borrowing and Return Procedure

  • A user must produce a valid ULAB ID in person to the Circulation Officer/designated library staff at the Circulation Desk for borrowing library resources.
  • A borrower must sign on each book card at the time of borrowing a book or resource.
  • The borrower will be solely responsible for keeping the borrowed books or resources in good and safe condition, and for their timely return.
  • All borrowed books or resources should be returned to the designated library staff at the circulation desk during library working hours.
  • Users will leave Circulation Desk when they will be confirmed that their books/resources have been returned.


Recalling Books

The library reserves the right to recall any borrowed book or resource at any time.

 

Mandatory

Before leaving the University of Liberal Arts Bangladesh (ULAB), every user needs to a clearance from the Library.

The Universityof Liberal Arts Bangladesh and its curricula are accredited by the University Grants Commission (UGC) of Bangladesh, and approved by the Ministry of Education, Government of People's Republic of Bangladesh.
